    Goodale Park in Victorian Village, Bicentennial Park in Downtown and Schiller Park in German Village have been on the city Recreation and Parks Department’s list for the highest level of care in recent years. But it has been up to neighbors to either pay crews to tend the flower beds or do the work themselves.

    That isn’t going to happen, according to Parks and Recreation spokeswoman Terri Leist. The city will have neither the people nor the water trucks needed to tend annual gardens this year, she said. Any perennials planted will be left to fend for themselves.
